Remove car registration fees for cars with low emissions

Main Scope: Remove old cars with very high emission rates and replace them with modern electric/low emission cars. Reason: Not all Maltese afford to buy a new car direct from the Car Dealerships themselves and not a lot of options are given as regards to healthy replacements that is why we opt to search oversees for models which suit our request.
