Some countries are launching the concept of a citizen allowance, i.e. that every citizen (above a certain age) receive a basic income / allowance - irrespective of their current status or situation. Also defined by some scholars as 'helicopter money'. Would be a way of re-distributing the funds collected via the passport sale scheme.
