Government tenders should be awarded not on the cheapest bid but on the most advantageous bid and technical skills or good adjudication on quality of products. We as Maltese should deserve the best and not the cheapest. Sometimes the cheapest will turn out to be the most expensive at the end of the day. Projects should be adjudicated on the experience, quality and mode of execution of such project. Large projects should be awarded as a turnkey project so that only one entity is responsible.
