Declaration in constitution that sovereignty lies solely with the Maltese people; thus any changes to the constitution can be only effected with the consent of 55% of eligible voters. – this will ensure that a) politicians cannot collude against the interests of the people and change the constitution as they see fit. B) Any trivial proposed change will probably not garner the necessary 55% and therefore fail – and this will defend the constitution against potential salami tactics – whereby

As things stand politicians have and will collude against the interests of the people when it is in their interest. it is either parliament or the people which are sovereign and we have to sort this out once and for all
