Using a similar traffic light system to nutritional info, put the carbon footprint of the food+packaging on the packaging. This would showcase the worst offenders and make people understand the effects of their shopping, hopefully influencing change. Coop would also be very able to reduce carbon footprint on certain goods and showcase it on packaging/shelf edge where packaging is removed.
Producers should also include their extended producer responsibility. for example what happens to their product after it has been used by the consumer. A simple symbol on the packaging that states either: land fill, recycled, dumped in the sea, flown to south east Asia/Africa and burnt.
