President Clinton built the border fence in the 1990s during Operation Gatekeeper, destroying the culture of the border communities. Before the fence, people living in border cities like El Paso, Texas had no issue going back and forth between the border to visit family & go about their business. After the fence, those living in places on the border like San Diego experienced more xenophobic & racist attacks.
