The problem is not during preparation (that is systematic). However after projects are approved, we have far less support. There should be an internal system for regular support during implementation.
This is absolutely correct. The commitment for implementing the citizen engagement activities included in the PADs is 60-70% at best, and at least one in ten ECA projects does next to nothing to engage citizens for the first 3 years. There are also projects which do very well and can serve as models.
I agree the need is during implementation. We are on our own.
