The council need to consider why people want or need to drive & how this can be addressed in another way. A bit more carrot and less stick. For example with better internet access & reliability would more people be able to effectively & productively work from home.
For example, reduction in council tax for those who don’t have a car or who have to have a car for work or mobility

Agree with less car use, but another suggestion for improving Catford is better parking for shopping. Do we want car use or not?
