Take audience development, engagement and education funding from National Portfolio Organisations (NPOs) and redirect it to networks of small organisations and even individual artists, writers and musicians. Funding recipients will be expected to show that they are sharing a love of their artform in imaginative ways and to a wide range of people. Responsibility will be with NPOs to make connections with these networks if they want to market their events.
A way of channelling more of the public money spent on arts and cultures to grass roots organisations and individual people while allowing NPOs to keep doing their core activities. This helps to sustain the most valuable resource, which is individual active people and their connections.
