The Mayor should join the Lift the Ban coalition alongside many local councils and lobby Westminster for the right to work for asylum seekers (and/or for the power to give such a right to be devolved to West Yorkshire).
This is not a stated responsibility of the West Yorkshire mayor but could be an initiative that the mayor takes after election by using their functional power of competence. The mayor would not have the power initially to directly bring about such change in West Yorkshire. It would require specific powers being devolved to the mayor and therefore the mayor (with support) lobbying government for such powers.
