Fostering a 'bike culture' in schools and FE. Have lessons in bike maintenance. Have local 'bike hubs' for young people to hang out, learn to repair and even swap bikes, accessories and trailers.
Persuade the County Council's highway engineers to adopt fully the Council's own cycling guidance in rural areas as well as urban ( After a lengthy complaint up to the Local Government Ombudsman I discovered there is no requirement for them to follow the Council's own guidance and they don't on my cycling route into Oxford!)
