The only way to make people happy with how they are governed is to ensure that they have a say.

One problem I have with this statement, is that 'make people happy' is not defined. Does that mean that every single citizen experiences ' happiness' ? That seems impossible, even to most optimist standards. 'That they have a say' is also not defined. Does that mean that majority rules? Then, usually, a minority is not happy. I believe this statement does not help find a good governing principle.
