I suggest we learn from the British chapter model, and put the European values and the rights and definition of citizens first. Next up should be the three classic branches of power, each with a well defined process of how they are put into power. The values of election should be well defined in a separate chapter, as well as an election process that works by these values. However, changing the election process to better uphold the values should not require a change in the constitution.
This chapter structure is nice and sorted, and gives us a decent chassis to work from.
